Fix snapshot strategies

the strategies in the latest proposal are wrong Snapshot

it justs checks for the balance of volt and volt lps (vlps) but everyone has xvolt and vlps on voltage farms

strategies missing according to Governance - Voltage

  1. add balance of xvolt
  2. add balance of xvolt and vlps on voltage farms

Upcoming proposal (ola) will be fixed.
